Ingredients

    1 cup water
    1/2 cup bulgur
    1 tsp sesame oil
    1/2 teaspoon minced garlic
    1/4 teaspoon salt
    Cayenne pepper, to taste
    1 cup finely chopped flat-leaf parsley, (about 1 bunch)
    2 tomatoes, diced
    1 stalk of celery, diced
    4 scallions, thinly sliced
