- 3 Tbsp prepared horseradish
- 2 Tbsp ketchup
- 2 1/2 Tbsp finely chopped fresh chives divided
- 1 1/2 Tbsp fresh lemon juice
- Salt and freshly ground black pepper
- 1/4 head of iceberg lettuce very thinly sliced
- Lemon wedges for garnish
