  • 1-1/2 tablespoons  rice vinegar
  • 3 tablespoons  dark-brown sugar
  • 1/4 cup  sliced scallions
  • 1 tablespoon  fresh ginger, minced
  • 3/4 teaspoon  red-pepper flakes
  • 2-1/2 pounds  skirt steak (about 2 medium-sized steaks)
  • 1-1/2 teaspoons  cornstarch
