Israeli Couscous Salad With Broccoli And Shallots

Ingredients

    Salad:
    about 2 cups or 300 grams whole wheat Israeli couscous
    1/4 cup extra virgin olive oil
    2 cups shallots, chopped,, cliced, or quartered
    sea salt, to taste
    freshly ground black pepper, to taste
    3 cloves garlic, minced
    1 lb broccoli, cut into small florets
    2 cups grape tomatoes
    1/3 cup water
    1 (15 oz) can cannelini beans, drained and rinsed
    1/2 cup grated romano cheese

    Dressing:
    2 lg lemons, zested and juiced
    1/2 cup extra-virgin olive oil
    2 T honey
    3.5 tsp kosher salt, divided
    1.5 tsp freshly ground black pepper, divided
    1 cup chopped fresh chives
