- 4 large scallions or green onions, finely sliced (about half a cup)
- 1/4 cup chopped cilantro
- Grapeseed, canola, or peanut oil (a high smoke point oil) for frying
- Dipping Sauce
- * 3/4 cup rice vinegar
- * 1/2 cup sugar
- * 1 1/2 teaspoons red chili pepper flakes
- * 1 1/2 teaspoons salt
- * 1 large clove garlic, minced
