- 4 bay leaves
- 2 quarts water
- Salt and freshly ground pepper
- 4 medium turnips, peeled and quartered
- 3 medium carrots, cut into 1-inch pieces
- 1 pound medium new potatoes, quartered
- 1 small green cabbage (about 1 3/4 pounds), cut into 8 wedges
- 1/4 cup finely chopped flat-leaf parsley
- White rice, for serving
