12 oz fresh uncooked jumbo shrimp, shelled and deveined salt and pepper 1 tablespoon peanut oil 1/4 cup self-rising flour 2 tablespoons cornstarch Cold water 3 cups peanut oil, for deep-frying 1/2 small red bell pepper 1/2 green bell pepper, cut into wedges 1 small onion, quartered 1 dried chili pepper, seeded and chopped 1 large garlic clove, finely sliced 2 teaspoons finely sliced fresh ginger For Seasonings: 2 tablespoons sugar 2 tablespoons white vinegar 2 tablespoons light soy sauce 2 tablespoons Shaoxing rice wine or dry sherry 2 tablespoons cornstarch, mixed with 2 teaspoons cold water, for thickening
