  • 1 cup (250 ml) low-fat (1%) milk
  • 3 cloves garlic, crushed
  • 1 bay leaf
  • 500 g green cabbage, cored and thinly sliced
  • ¼ cup (60 ml) cold water
  • ¼ teaspoon ground nutmeg
  • ¼ teaspoon salt
  • ¼ teaspoon white pepper
  • 2 tablespoons unsalted butter
  • ¼ cup finely chopped chives
