1/2 small green cabbage, shredded(apprx 3-4 cups, red, Green or Chinese)1 large carrot, shredded1/2 onion, diced3 stalks celery, minced2 cups whole wheat flour or 2 cups white flour(you may need a bit more)1 egg, beaten2 tablespoons brown sugar1 teaspoon salt1 (10 ounce) cans evaporated milk enough water, to make a batter1/2 cup left overmeat or 1/2 cup chicken or 1/2 cup fish
