Ingredients

    1 to 2 tbsp vegetable oil, 1.5 pounds round steak, cut into 3/4 x 2 inch strips, 2 c beef stock or broth, 2 tbsp cider vinegar, 1 tbsp brown sugar, 3/4 tsp salt, fresh ground pepper to taste, 1 bay leaf, 1/8 tsp ground cloves, 1/4 tsp ground cinnamon, 1/4 tsp allspice, 1 can (8 oz.) tomato sauce, 1 yellow onion, thickly sliced and separated into rings, 1 small red pepper, cut into 1/2 inch strips, 1 green pepper, cut into 1/2 inch strips, 3 medium new red potatoes, unpeeled, cut into eighths, 2 cloves garlic minced, 1/4 all purpose flour, 1/2 c water
