2 pounds cod (you can use salmon or other fish of your choice)
6 mediums potatoes, pealed, chopped and boiled
6 eggs, hard boiled, peeled, shelled and coarsely chopped
14 tablespoons butter, divided
15 1/2 cups milk, divided
2 teaspoons salt
2 teaspoons pepper
2 onions, sliced
1 large bunch of parsley, chopped
1 bay leaf
1 cup water
1/2 cup flour
1 tablespoon anchovy, mashed up
