  • 3 pounds head-on shrimp (with peels)
  • 2 tablespoons olive oil
  • 1 cup small diced onion
  • 1/2 cup small diced carrot
  • 1/2 cup small diced celery
  • 1/2 cup minced shallots
  • 1/4 cup finely chopped leek
  • 2 teaspoons minced garlic
  • 2 tablespoons tomato paste
  • 6 cups chicken broth or water
  • 1 bay leaf
  • 1 sprig thyme
  • 2 teaspoons salt
  • 1/2 teaspoon fresh ground white pepper
  • 1 tablespoon paprika
  • 4 tablespoons butter
  • 4 tablespoons all-purpose flour
  • 1/2 cup rice
  • 1 cup heavy cream
  • 1/2 cup brandy
  • 1/4 teaspoon cayenne pepper
  • 1 tablespoon sherry vinegar, or to taste
  • 2 teaspoons lemon juice, or to taste
  • Chopped fresh chives, for garnishing
