  2. 3 tablespoons vegetable oil
  3. 3 large shallots, thinly sliced
  4. 1 pound cauliflower, cut into 1-inch florets (4 cups)
  5. 12 asparagus spears, cut into 1-inch lengths
  6. 1/2 cup shredded carrots (about 2 medium)
  7. 1 red bell pepper, cut into 1-inch pieces
  8. 3/4 cup water
  9. 1/2 cup unsweetened coconut milk
  10. 3 tablespoons soy sauce
  11. Freshly ground pepper
  12. 1/2 cup chopped basil
  13. 1 cup mung bean sprouts
  14. Rice, for serving
