- 3 Tbsp olive oil
- 2 cloves garlic, very finely chopped
- 2 x 6cm sprigs rosemary finely chopped
- 1 Tbsp finely chopped fresh fennel leaves
- 1 onion, diced
- 1 carrot, diced
- 1 stalk celery, sliced
- ½ cup dry white wine
- ½ cup water
- Flaked salt, to taste
- Freshly ground black pepper, to taste
- Chunks of potato and bulb fennel or small peeled turnips and onions
