    3 cans of drained tuna
    8 ounces whole wheat elbow macaroni, cooked
    1/4 cup light margarine
    1/4 cup (or more) chopped onion
    2 tbspns (or more) chopped green bell pepper
    2 tbspn flour (can use wheat flour)
    1/2 tsp salt
    1/8 tsp pepper
    1 cup milk
    1/2 cup frozen peas (or more)
    1 can cream of celery soup (can use cream of mushroom or broccoli)
    1 cup of shredded light cheese (don't use fat-free)
    1/2 cup bread crumbs tossed with melted butter
