Individual Fish Pies with Steamed Leeks in a Vegetable Vinaigrette and Lemon Glazed Carrots

Fish Pie: 500g selection of filleted fish off the bone lemon sole, plaice & haddock, prawns. 325ml whole milk 250g mussels, cleaned and debearded 75mls dry white wine 1 shallot, roughly chopped Bulb fennel finely sliced 50g unsalted butter 50g plain flour Tarragon leaves Salt and Pepper For the topping: 600g potatoes, peeled & quartered 50g unsalted butter 50g whole milk 2 dsp chopped chives 1 dsp finely grated parmesan cheese Salt and Pepper
