Ingredients

1-1/2   tablespoons Asian fish sauce (nuoc nam or nam pla) 3   tablespoons fresh lime juice 1   tablespoon plus 1 teaspoon superfine sugar 1   garlic clove, minced 2   serrano chiles, seeded (if desired) and finely chopped 2   cups ruby red or pink grapefruit segments (about 3 grapefruit), reserving 2 tablespoons juice 1/2   cup vegetable oil 2   large shallots, thinly sliced crosswise 1   head (1-3/4 pounds) Napa cabbage, trimmed, cored, leaves tacked and thinly sliced crosswise 2   bell peppers (1 yellow and 1 orange), stemmed, seeded and cut into strips 1   firm-ripe avocado, halved, pitted, peeled, and sliced 1/2   cup chopped toasted salted peanuts 1/2   cup fresh mint leaves 3/4   cup fresh cilantro leaves
