Ingredients

  • 2 carrots, peeled and cut into thin rounds
  • 1 leek, green portion reserved for another use, whites cut into thin rounds
  • 1 red bell pepper, stemmed, seeded, and flesh cut into medium dice
  • 2 ribs celery, cut into thin slices
  • 1 teaspoon fine salt
  • 1 28-ounce can whole peeled tomatoes
  • 1 quart cold water
  • 1 15-ounce can red kidney beans
  • 4 teaspoons chili powder, or to taste
  • 2 cups cooked rice
