    2 cans 14 1/2 ounces each chicken broth
    1/2 teaspoon salt
    1/4 teaspoon ground black pepper
    3/4 cup all-purpose flour
    2 cups half-and-half
    1 pound fresh bay scallops
    1 pound frozen, cooked medium shrimp, thawed, rinsed and tails removed
    Snipped fresh parsley
