  • 12   garlic cloves, crushed
  • 1/3 cup plus 1 tbsp  olive oil
  • 1/2 cup  chopped fresh flat-leaf parsley
  • 2   salt-packed anchovies, filleted, rinsed and patted dry, or 4 oil-packed anchovy fillets, drained
  • 12   boneless, skinless chicken thighs (about 4 lbs)
  • 1 lb  fresh sugar snap peas
  • 3   shallots, cut into 1/4-inch-thick slices
  • 1/2 tsp  anchovy paste
