  • 1 tablespoon sugar
  • 1 tablespoon baking powder
  • 3/4 teaspoon salt
  • dash black pepper
  • 1 egg
  • 3/4 cup 2% milk
  • 1-1/2 cup cooked baby shrimp, thawed and drained
  • vegetable oil, for frying
