Broccoli/cauliflower Gratin

Ingredients

    1 lb broccoli & cauliflower in small florets
    1 Tbs butter
    2 Tbs all-purpose flour
    1 cup milk (2% in nutrition calc.)
    1/4 medium onion, chopped
    1 or 2 bay leaves
    1/2 cup grated Gruyere cheese (can use Swiss, but Gruyere is more flavorful)
    fresh ground pepper to taste
    1/2 cup panko bread crumbs
    2 Tbs grated parmesan cheese
    1 Tbs olive oil
