Spicy Chinese Crock Pot Chicken

Ingredients

    3/4 cup condensed chicken broth (undiluted)
    3 Tbsp rice vinegar
    2 tsp packed brown sugar
    1/4 cup soy sauce (dark preferred, but can be regular with 1 Tbsp of molasses added)
    4 green onions, including stems, cut into 2-inch pieces
    4 cloves garlic, minced
    1 Tbsp minced gingerroot
    1 serrano chili or 2 Thai chilies, finely chopped
    1 tsp cracked black peppercorns
    8 chicken thighs or 3 lbs. chicken, skinless
    3 Tbsp cornstarch
    Hot cooked rice (as a side; not included in nutritional calculations)
