- 2 tablespoons butter
- 2 cups shrimp stock or bottled clam juice
- 3 tablespoons vegetable oil
- 1 large leek, white part only, cut into half rounds (about 3/4 cup)
- 1 medium stalk celery, about 3/4 cup diced
- 1/2 red bell pepper, about 3/4 cup diced
- 1 clove garlic, minced
- 1 1/2 tablespoons flour
- 1 cup half and half
- 2 tablespoons tomato paste
- Scallions, chopped (for garnish)
