Southwest Chicken Rice Casserole

Ingredients

    6 oz. fritos or tortilla chips
    2 T. butter, melted
    2 med. red bell peppers, stemmed seeded and chopped
    1 med. onion, minced
    2 med. jalapenos, seeds and ribs removed, minced
    2 t. salt or to taste
    3 med. garlic cloves, minced
    1 t. ground cumin
    1/4 c. flour or 2 T potato starch for thickening
    6 C. low-sodium chicken broth
    1 C. heavy cream
    2 lbs. boneless, chicken breasts
    1 1/2 C. white rice ( or basmati, jasmine)
    8 oz. Monterey Jack Cheese, grated
    1 (15.5 oz.) can black beans, rinsed and drained
    1 1/2 C. frozen corn, thawed and drained
