2 teaspoons chili powder, divided
1 teaspoon kosher salt, divided
1/4 teaspoon pepper
2 tablespoons light mayonnaise
1 1/2 tablespoons sour cream
1 tablespoon cilantro herb paste (or finely chopped cilantro)
Juice of 1 lime (1 tablespoon)



1 (12-oz) Bakery butter loaf cake
8 small dark chocolate peppermint patties
8 square fudge mint cookies
1 1/2 cups cold milk
