- 1 red bell pepper , steamed, seeded, and chopped fine
- 1 (10-ounce) package frozen lima beans
- 1 1/2 cups frozen corn
- 1 tablespoon minced fresh tarragon
- 1 cup vegetable oil
- 1 lemon , cut into wedges, for serving
