Ingredients

  2. 1 red bell pepper
  3. 3 tablespoons minced dill
  4. 1 tablespoon plus 1 teaspoon fresh lemon juice
  5. 1 tablespoon minced shallot
  6. 1/4 cup plus 2 teaspoons extra-virgin olive oil
  7. Salt and freshly ground pepper
  8. 3/4 pound Yukon Gold potatoes, cut into 1/4-inch dice
  9. 1 tablespoon drained prepared horseradish
  10. 4 poached eggs, for serving
  11. 2 tablespoons salmon caviar
