0.25 tsp hot red pepper flakes (or to taste)
2 scallions , thinly sliced
1 lb raw medium shrimp , peeled, halved lengthwise and deveined
2 head Boston lettuce , washed and dried (or 4 heads bib lettuce)
1 oz fresh peppermint , for garnish (or 4 sprigs)
4 cup tap water
