For biscuit top
- 2 cups all-purpose flour
- 1 tablespoon baking powder
- 3 teaspoons sugar, divided
- 1/2 teaspoon salt
- 3/4 stick cold unsalted butter, cut into 1/2-inch pieces
- 1 cup heavy cream plus additional for brushing
