- 1 tsp fennel seeds, lightly crushed
- 2½ tbsp extra virgin olive oil
- 1 red pepper, seeded and finely diced
- 1 bulb of fennel, finely diced
- 1 tbsp black olive paste (tapenade) or 10 black Kalamata olives, finely diced
- 8 stalks of fresh rosemary (optional)
- 8 shallots or button onions
- salt and pepper
