    1/2 teaspoon tarragon
    1 bay leaf
    1/4 cup butter
    1/2 cup flour
    1/4 cup clam base (or substitute seafood or chicken base)
    1 1/2 cups low fat milk
    1 1/2 cups heavy whipping cream
    1 cup unpeeled potatoes, chopped, about 1/2 pound
    5 2/3 cups (45 ounces) clams, canned or frozen, including juice
