  • 1-inch chunk  fresh ginger, peeled and thinly sliced
  • 1/3 cup  thinly sliced scallions (white and tender ight green parts)
  • 6 tablespoons  peanut oil
  • 3-1/2 tablespoons  soy sauce
  • 1-1/4 teaspoons  toasted sesame oil
  •   Freshly ground black pepper to taste
  • 2 to 2-1/2 pounds  flank steak, trimmed of excess fat
  •   Kosher salt
  • 1-1/2 tablespoons  rice vinegar
