- 6 tablespoons all-purpose flour
- 3 cups low-fat (1percent) milk
- 3/4 teaspoon salt
- 1/8 teaspoon pepper
- 1/8 teaspoon ground nutmeg
- 3/4 cup grated Parmesan cheese
- 2 eggs
