  • 1/4 teaspoon  salt
  • 3/4 cup  long-grain rice
  • 1/2 cup  chopped celery
  • 1/2 cup  chopped green and/or sweet red pepper
  • 2 cloves  garlic, minced
  • 1 cup  cold water
  • 1 tablespoon  cornstarch
  • 1/4 to 1/2 teaspoon  ground red pepper
  • 1/8 to 1/4 teaspoon  ground black pepper
  • 1/8 teaspoon  salt
