Potato-beet Soup

Ingredients

  • 2 medium  potatoes, peeled and cubed (3/4 lb.)
  • 2   leeks, coarsely chopped (2/3 cup)
  • 1 tablespoon  olive oil
  • 4 teaspoons  all-purpose flour
  • 2-1/2 cups  chicken broth
  • 1/2 teaspoon  dried basil, crushed
  • 1/2 teaspoon  dried savory, crushed
  • 1/2 teaspoon  dried tarragon, crushed
  • 1/2 of a 16-ounce jar  Harvard beets and their liquid (about 3/4 cups)
  • 1/2 cup  half-and-half, light cream, or whipping cream
  •   Fried potato strips (optional)
