Tortellini Chowder

Ingredients

  • 2/3 cup  chopped onion
  • 1/2 cup  chopped red sweet pepper
  • 1/3 cup  chopped fresh green chili pepper (such as anaheim or poblano)
  • 2 tablespoons  minced garlic
  • 1 fresh  jalapeno pepper (seeded, if you like), chopped (about 1 tablespoon)
  • 1 tablespoon  butter or margarine
  • 3 cups  chicken broth
  • 2 cups  cubed peeled potatoes
  • 1 teaspoon  ground cumin
  • 1/4 teaspoon  salt
  • 1/4 teaspoon  ground black pepper
  • 1/8 teaspoon  cayenne pepper
  • 2 tablespoons  all-purpose flour
  • 2 tablespoons  butter or margarine, melted
  • 1 15-1/4-ounce can  whole-kernel corn, drained
  • 2 cups  half-and-half or light cream
  •   Corn tortillas, cut into strips and crisp-fried, or tortilla chips, broken
  • 2 cups  refrigerated or frozen cheese-filled tortellini, cooked and drained
